In a medical emergency in Dubai, call 998 rather than sending a website enquiry. You do not need to identify the diagnosis before calling. Describe observations, not a guessed diagnosis
Say how many people need help, whether the person responds and whether breathing appears normal. Mention the main problem and when it began. New face drooping, arm weakness or speech changes can indicate stroke and need emergency attention even if they improve. Do not delay the call to gather paperwork or finish a symptom checklist.
